Doctors Without Borders/Médecins Sans Frontières (MSF) is an international non-profit humanitarian organization whose mission is to provide aid to people threatened by violence, neglect, or catastrophe, primarily due to armed conflict, epidemics, malnutrition, exclusion from health care, or natural disasters. We provide independent, impartial assistance to those most in need and we also speak out publicly to bring attention to neglected crises, challenge inadequacies or abuse of the aid system, and advocate for improved medical treatments and protocols. MSF France currently operates activities in 35 countries with a wide spectrum of programs. The “Mini-lab” project is part of the Medical Department of Operational Center – Paris (OCP) and aims to develop a small-scale basic and autonomous diagnostic bacteriology laboratory based on appropriate and feasible, existing or adapted techniques, at an affordable cost, high accessibility and ease of use and responding to clinical needs at MSF field sites.

In the context of an increase in activity, we are looking for:


Mission :

The project manager has overall responsibility for all project activities, from project development to deployment, ensuring that timeframes and budgets are realistic and achieved. S/he ensures collaboration with all stakeholders and overall coherence of the project.

Essential responsibilities:

Under the hierarchical responsibility of the Medical Director, and in collaboration with the scientific and technical leader:

· You are responsible for the direction and steering of the project:

o Develop the work plan, the budgets and the planning of the project phases to ensure the success of the project in collaboration with the members of the team

  • Evaluate and negotiate the objectives and means (human, technical, financial, …) necessary for the project
  • Financial management of the project, ensuring compliance with budgetary procedures
  • Define project documentation and ensure good quality documentation of the project
  • Facilitate communication and organization of work between team members, as well as coordination between the different “work packages”
  • Ensure that the implementation of the project complies with agreed scope, planning and budget
  • Ensure visibility and good understanding of the budget (planning, monitoring, etc.) both for the scientific leader and the project team

· You are responsible of the overall conduct of the project and the risk assessment

o Report to the steering committee and the scientific committee on the progress of the project

o Ensure that risks are identified and mitigation measures are defined and implemented (risk register, follow up of appropriate actions to mitigate risks, etc.)

o Ensure that key project management elements are communicated directly and in a timely manner both to the scientific and technical leader and the project team

o Ensure that alerts, critical decisions, escalation and proposals are handled appropriately and in a timely manner by relevant expertise and decision-making bodies of the project (Scientific Committee and Steering Committee, Medical Director)

o Ensure appropriate and complete legal and regulatory aspects of the project are in place

· You are responsible for hierarchical management of the project team:

  • Identify, define and organize the recruitment of personnel with appropriate profiles necessary for the project in collaboration with the scientific and technical leader

o Coach, advise, support, motivate and coordinate the team, and develop the skills of team members

o Define, allocate and monitor the project team workload, in terms of volume and timeframes, according to project progress forecasts, staffing levels and available skills

o Define the objectives and evaluate the members of the project team in collaboration with the scientific and technical leader

· You are responsible for the budget and relationships with service providers/contractors:

o Negotiate and manage contractual relationships with service providers/contractors (services, contracts)

o Supervise and manage the relationships with the various stakeholders (internal and external), in collaboration with the scientific and technical leader of the project

o Define and monitor the project budget and its breakdown by expenditure line

o Reporting to the Medical Director, ensure compliance with service level agreements and compliance of service providers, and compliance with internal procedures.

· You are responsible for communication and information sharing around the project:

o Ensure communication about the project within and outside the MSF movement

o Share information and knowledge, and develop working relationships with other MSF services and departments, as required for effective project management

o Ensure the development of high quality documentation in the project

o Ensure reporting to the Steering committee and Medical Director on project progress, in against the key project milestones

o Manage the agenda and meetings of the Steering committee, in collaboration with the chair

Qualifications requiered :

o Extensive experience in project management in the health sector, ideally in bio / medical innovation

o Experience in institutional fund management and accountability

o Master in project management is an advantage

o French and English fluent

o Expertise in project design and development

o Very good command of management and project management preferably in a medical context

o Good knowledge of the contracting and bidding processes and contract management

o Good budget and financial management skills

o Mastery of office automation tools and project management

o Excellent oral and written communication

o Ability to understand and adapt in an associative environment

o Ability to cooperate and build bridges between all stakeholders

o Sense of responsibility, rigor

o Qualities of analysis, synthesis and responsiveness to problems and under pressure

o Strong autonomy and strength of conviction

Status : 8 months contract. Full time. Executive level. Based in Paris.

Travels are expected (in France and abroad)

Position to be filled as soon as possible

Salary conditions:

53.4 K€ gross salary per year. 22 RTT per year. Supplementary health care 100% by Médecins Sans Frontières. Restaurants tickets with a value of 9€ (60% by Médecins Sans Frontières). 50% reduction in public transit pass.
