With the 7th Strategic Plan (2021-2025) to be adopted by the World Assembly of OIE Delegates in May 2021, the OIE is moving quickly to put in place roadmaps and workplans to implement the strategic plan. While the strategic plan provides us with a general outline of what we will be doing over the next five years, there are disruptive events, challenges and opportunities happening today and tomorrow that will impact our current operations. In this context, the OIE restructured in January 2020 to include Strategic Foresight for strategy development, change management and to innovate in the face of increasing complexities and emerging futures taking shape today. In general, Strategic Foresight exposes organizations to a toolbox for building futures thinking to capitalize on opportunities and prepare for potential disruptions.
Furthermore, through a resolution adopted at the 87th General Session in May 2019, OIE Members identified foresight and futures training and workshops as useful activities to help them in planning for and adapting to uncertain futures.
In this context, the OIE is putting into place a framework to leverage foresight tools such as scanning, casual layered analysis, futures wheels – to name a few – to work with all that a volatile, uncertain, complex, and ambiguous environment has to offer. To compliment the burgeoning Strategic Foresight framework being established at the OIE, there is also collaboration with UNESCO to develop Futures Literacy Laboratories for the OIE. As another means, of understanding how to “use-the-future”, Futures Literacy is an exploration of assumptions that generate imaginary futures and how the ability to imagine changes what is perceptible and actionable.
Strategic Foresight, Futures Literacy, and futures thinking can offer the organisation a means of developing and implementing plans through anticipation, innovation, and testing. In particular, to identify and prepare for emerging opportunities and challenges, inspire other approaches to policies and programmes to address these opportunities and challenges as well as to test current or existing strategies with future scenarios and imagery.

Positioning and reporting
The intern will be under the supervision of the Advisor, Foresight in the International Standards and Science Directorate. The intern will be exposed to Strategic Foresight frameworks, tools, Futures Literacy and will assist in contributing futures thinking operating system for the OIE and its Members.

Internship role and activities
The Intern will participate in the activities directed by the Advisor, Foresight, specifically to:

  • Review data collected from OIE Members on use of and need for training/exposure to foresight methodologies, map out what foresight related activities may already be underway by partner organisations such as FAO, WHO or UNEP as well as with foresight practitioner associations.
  • Identify where the OIE could assist in filling in the gaps or for potential collaboration.Participate in the design of foresight and futures thinking workshops for the OIE and its Members.
  • Design and develop a Strategic Foresight portal for the OIE to house reference material related to foresight, futures thinking and futures literacy.

Upon completion of the internship, the intern will provide a final report summarising activities undertaken and follow-up actions required.

Required Skills and Experience
Candidates must meet one of the following educational requirements:
currently enrolled in a post-graduate academic programme;
or have graduated no longer than 1 year ago from a post-graduate programme or equivalent studies.
Field of study: Natural Sciences, Applied Sciences, Social Sciences, International Relations and Developmement, Public Administration, Political Science, Business administration or other related fields.
Requirements **
Technical skills
Excellent command, both written and spoken, of English;
Excellent communication skills (verbal, written, interpersonal);
Good working knowledge of Microsoft Office.

Additional language skills
French and/or Spanish is an asset.

Internship conditions
The OIE will provide a stipend in the amount of 633,75 € monthly for full time work;
The intern will work remotely (until clearance for return to office) as a safety measure against the COVID-19 pandemic.
He/she will work online and report to the supervisor of this internship.
He/she is not expected to travel during the assignment.
The intern will be expected to participate in virtual meetings, as well as other OIE meetings of interest.
Guidance will be provided on a regular basis.
The maximum internship duration is 6 months;
The intern must provide proof of enrolment in health insurance plan;
